[Speex-dev] problem on Blackfin

First try and see if testenc/testenc_wb work. The most likely reasons
you're getting "Warning! Buffer too small to pack bits" is that you're
either 1) not resetting the SpeexBits struct after encoding or 2) You're
allocating your own bit buffer and it's too small.
