The are several examples you can start from depending on what you want
to do:
- speexenc/speexdec in the src/ directory
- sampleenc/sampledec from the manual
- speexclient in the speexclient/ directory (svn/git only)

As for the sound you can expect, there are some samples at
http://www.speex.org/samples/
