I thought I had already discussed this on HA. This is like saying: "I
understand that my car is meant to go on the road, but I just want to
use it to fly. How can I modify it?".

Well, you could remove the LPC part, the fixed codebook and the adaptive
codebook and replace all that by an MDCT and Huffman coding. You can get
a similar project under the name Vorbis ;-)
