I can confirm the problem with your sample. See below:

However, if you are using windows, you may wish to 'speexdrop' from:
http://homepage.ntlworld.com/jfe1205/others.html . This is a windows gui
implementation of the current speex libs and does encode your sample (it
uses a completely different file input routine). You can also play your
encoded files back through speexdrop.
