This is in fact correct. See the 'Formats and standards' section of the 
manual on speex.org if you want corroboration.

To be more precise, speex-the-codec generates a compressed data stream 
which can be embedded in a number of transports. Speex-the-file-format 
is a speex datastream embedded in Ogg.
