Well, Dan still has problems with the conversions and thinks we should
still use RFC2047. I agree there is a problem with conversions (but it's
not nearly so major: the bulk of CJK characters, Han symbols, don't have
this problem.) I don't know how major it is, but I've suggested a possible
fix that I believe is cleaner than using RFC2047.
(Perhaps a possible parallel is host-byte-order vs. network-byte-order.
Nobody can agree on big endian or little endian--nor on the translation
tables for a few characters--so we need to say "fine; this is how it'll
be for *this*.")
