[Speex-dev] Speexenc on Windows

Hi,

I tried the Windows Speex executable from speex.org, the file 
speex-1.2beta3-win32.zip to be specific. When I run it from the command 
line, trying to encode the male.wav file from the samples page (also at 
speex.org), it crashes, after displaying the "Encoding ..." message and 
creating an empty output file.

I'm running Vista Home Premium 64-bit.

The slightly older (1.2 beta 2) build I found at rarewares.org worked fine.
