[Speex-dev] Speex into a wav file

There were actually two ACM codecs for Speex:

though as you can see, the last one disappeared (the domain was taken
over by a porn site -- not work-safe!). With the first one, I was
actually able to talk to people who had NetMeeting using Speex.
