It's an experimental option allows you to tells Speex how much packet loss you
expect (in percent). For example, if you're encoding to file or have a
perfectly reliable network, you can just use 0. However, if you have lots of
packet losses (e.g. 20%) you can tell the encoder to be less agressive in the
encoding. That will result in slightly worse quality when no packets are lost,
but when you have losses, you'll have less degradation.
