[Speex-dev] Speex 1.1.7 is out

Hi everyone,

It's been a while since 1.1.6, but Speex 1.1.7 is finally out. The main
improvement is a major optimization of the encoder, especially for the
ARM architecture. This work was funded by Skyguard Technologies
(http://www.skyguardtechnologies.co.uk/) and provides a speedup close to
a factor of two on ARM. Other architectures will also see speed
improvements.

Here's the list of improvements over 1.1.6:
-Generic optimizations in the encoder
-ARM-specific optimizations (gcc inline assembly)
-Optional shortcuts in the encoder sacrificing quality for speed
-Fixed-point improvements (perceptual enhancement converted)
-Reduction in memory usage
-Symbian port now uses the regular API
-Several bug fixes
