[speex-dev] Speex DLL wrapper looking.

On windows at least the provided build configs of libspeex are static
libraries (ie .lib only, no .dll) which would be staticly linked into the
application or wrapper library.

You can get the source to libspeex and rebuild it and chagne the parameters
of the build to create a dynamic library if you like.
