Hi,

The OpenCodecs package doesn't include a encoder application, it
provides only
libraries which can be used to encode ogg vorbis files.

For encoding ogg vorbis files on Windows the better option would be to
use the
applications found at rarewaves: oggenc
<http://www.rarewares.org/ogg-oggenc.php> (command line application) and
oggdropXPd <http://www.rarewares.org/ogg-oggenc.php>
(graphics application)
