The OpenCodecs package doesn't include a encoder application, it
provides only<br>
libraries which can be used to encode ogg vorbis files.<br>
<br>
For encoding ogg vorbis files on Windows the better option would
be to use the<br>
applications found at rarewaves: <a
href="http://www.rarewares.org/ogg-oggenc.php">oggenc</a>
(command line application) and <a
href="http://www.rarewares.org/ogg-oggenc.php">oggdropXPd</a><br>
(graphics application)<br>
