[Vorbis] Vorbis packages are missing changelogs

Did we ever have changelogs? I added a CHANGES file around 1.1.0 which 
lists the major changes and encoder vendor string for each release, but 
AFAIR we never had a GNU-style ChangeLog with every detail. If you want 
that, just run

  svn log http://svn.xiph.org/trunk/vorbis

(or the appropriate tag url)
