[vorbis] Bit Rate Peeling Quality

About encoder quality... Garf has done some tuning to the post-1.0
libraries, and executables are available at
http://rarewares.hydrogenaudio.org The Garf-tuned executables are labeled
as "GT3b1" or something of that sort. They're tuned from 5-10 for better
overall quality, especially transient detection, but also yeild files of
higher bitrates than the standard 1.0 oggenc at such bitrates.
So, if you don't mind a bit higher bitrate, encoders (such as oggenc2.2)
that use the GT3b1 libraries will give better quality than the standard
oggenc.
