[vorbis] Quality -1 default low-pass

I took a snapshot of my (OddCast) stream
(http://tx.icecast.net:8616/soulfm.ogg) and there is a sharp drop of energy
around 15khz you are right, but it kicks back in up to about 15.8khz which
seems a waste of space.  I guess it depends on the type of music.

So am I.  I was going to use 22050 quality 0 which provides a similar
bitrate but the quality of 44100/q-1 is more real with the extra treble.
