[vorbis] redistributing the win32-dlls - commercial license?

Unless someone else redid the entire thing since I put the SDK together,
there are static versions of everything as well as dynamic versions
(dlls), so you can use either one.  You are of course free to compile it
yourself, and instructions should be in teh win32sdk module of Xiph.org
