[vorbis] Compression Artifacts at -q 5. Help!

Oh no, please don't. It's hardly available everywhere, gcc 2.95.3
compiles Vorbis and friends just fine. That, and gcc3 being so painfully
slow that it makes my hair become gray is also a reason. I can agree on
not supporting really ancient version, though.
