[vorbis] Which encoder ver to use?

This would make sense, since the quality settings are supposed to produce a
file of the same audio quality and improvements to the psychoacustics will
result in smaller filesizes.
That's what I understood the quality setting is. And I like it.
Personally I don't mind better quality for the same setting. :)
