[vorbis] adjust gain without reencoding

There is a global gain setting that can be altered in vorbis files, but 
the recommended way to solve this problem is ReplayGain.  Do a search 
for vorbisgain.  You also need a player that supports ReplayGain -- 
Winamp, FooBar, mpg123, xmms etc.
