Because of two reasons
1) You can save additional data witch cannot be saved in a original Vorbis
stream.
I mean additional chunks, especially those for saving loop points.
2) This whole idea was for such files to be used in FruityLoops.
Since FL uses such format of files, I wanted to write an app that would
create such files. You see FruityLoops creates "ZIPped loop packages".
Files with samples and song information in them, they often take a lot of
space.
We at http://fruity.art.pl exchange ideas and music using theese sort of
files, however
we have a limited space on the server, thus compressing samples with Vorbis.
At the
beginning i wrote an app that compressed files to .ogg files however this
method
required for the user to decode the files before using the ZIP file, when
using
OGG in RIFF you use them without decoding or any other operations.
You plan to mux Vorbis into AVI ? If so, please drop the

No i do not plan to write any Video based applications.
