[vorbis] FAQ : CPU requirements ? and other

My old (and dead, by now) AMD K5 PR133 @ 100 MHz never had any
difficulties with decoding MP3. If it's really true that a Vorbis-file requires less
processing speed, even a Pentium @ 100 MHz might do the job :-).
