That doesn't help you. rc2 doesn't have managed bitrates _at all_, and
it's lower quality in the VBR modes it does have. rc2's behaviour
is basically the same as rc3 with VBR modes - the rc3 bitrate management
engine is completely new, and has no analogue in previous versions.

As I've already told you repeatedly, non-managed modes are generally
sufficient for streaming (though not for all cases), and forcing 
managed bitrates on your users (at lower quality) is the WRONG thing
to do. Allowing either is the only sensible thing to do.
