[vorbis] 22050 Hz in vorbis rc3?

But you can't get as low as 24 kb/s with it, can you?
I made some tests, and it seems that when setting 24 kb/s managed
bitrates, rc2 does the following under different sample rates:
44.1 kHz - 60-63 kbps
22.05 kHz - 38-41 kbps
11.025 kHz - 24-25 kbps
rc3, only supporting 44.1 kHz, generates unintelligable output for 24
and 32 kb/s. It does generate something usable at 48 kb/s, but I can't
stream to 33.6 kbps modem users at such bitrates.
Is there any way to go as low as 24-32 kb/s with any version of vorbis?
