[vorbis] 22050 Hz in vorbis rc3?

Last I saw, the BBC was doing just fine with managed bitrates.

Just use 44.1kHz input.  It's not going to be that much different than
22.05kHz input when all is said and done (libvorbis will lowpass it to
effectively the same place anyway).

No date on RC4 yet, but I imagine quite soon.
