[vorbis] 22050 Hz in vorbis rc3?

This is not with rc2 managed bitrates, such a thing doesn't exist. 
This is equivalent to what happens using non-managed modes in rc3,
and you should get comparable (but superior) results with rc3.
You've been told this more than a few times now.
