[vorbis] streaming ogg audio

I don't beleive you can do it with VBR mp3.
I just tested it, with winamp to my web server. When you seek in a CBR mp3, it
just initiates a new request, doing a "resumed" download from the estimated
point in the mp3 file. I beleive it just seeks to a position in the file, not
a given time in minutes.....
