The intent is to always build complete RPMs. People who want to rebuild
RPMs are usually capable of changing the build-requires as you did.

Yes, it was a bug. We incorrectly assumed that the distinction between
Requires and BuildRequires worked as one would naively assume it would.
The next release will be fixed.
