The comment header is at the vorbis level becuase it doesn't really
bleong in the framing/paging spec.  That is *not* to say that 'Vorbis
Comments' were really meant to be only for Vorbis.  Its perfectly
sensible to use the same system/code in any bitstream mapping.

What's currently lacking is delivering on the Ogg promise of a real
multi-media mixed stream framework with reusable pieces and automatic
stream type handling.  So far the work has been very Vorbis-centric
and that will be addressed post Vorbis 1.0.
