Suppose you encode a song at a high bitrate for storage on your computer. If
you decide later for some reason (say for storage on a portable music player)
that you want a version of the song that is smaller, then with a bitrate
peeling tool, you could remove some of the less important information from the
song. Normally, one would have to decode and reencode a song to reduce the
bitrate, but another pass through the encoder will take time and degrade the
audio further. Bitrate peeling on the other hand should be both fast and
almost (if not exactly) as good as having encoded to that bitrate in the first
place.
