vcedit.c _definitely_ should not know or care about local encodings.
vcedit.c should (and does) only accept and return UTF8.

People use vorbiscomment and oggenc to do real work. I happen to live in
Canada and speak English, so I am happy with vorbiscomment and oggenc as
they are today.

For the sake of correctness, however, I believe that oggenc and
vorbiscomment should accept tagging information made up of characters that
don't fit into a single code page. It isn't a terrible amount of work. For
that matter, I am volunteering to do that work. I'm just trying to find a
good, clean way to implement this without disrupting the Unix people too
much.
