Alright.  vcomment.c, at least, is just an example, so doing nasty
tricks to get UCS2 (wmain) support working isn't a good idea.  As long
as it works fine in other codepages (without any of this), it's
probably good enough.  Very few apps support wmain.

A *real* (non-example) editor could do things like that, and vcedit.c
definitely should deal with encodings, but vcomment.c doesn't need to.

I don't know about oggenc.
