No.  The reason you get this is that the encoder does not down-sample.
Your 55kbps file is still 44100hz stereo, and it's not possible to squash a
vorbis stream at this rate into a modem stream.  You'll have to down-sample
it first, or at least turn it into a mono file.  I think that -m -M and -q
are only valid for 44100hz stereo, but can't remember where I read it.

hmmmm..Just noticed that the -q settings aren't listed in either `oggenc
-h` or `man oggenc`.
