[vorbis] RC3 Tagging/Encoding and Winamp answer

Thanks Jack and everyone!  I searched the archives and found a nice little
PERL script posted by Peter Harris.  After downloading the PERL binary,
quickly learning the syntax of PERL (lol), and taking 2 minutes to modify it
for my own needs (by adding extra tag info and quality settings), I now have
a nice script which will convert all wav files in a dir to ogg RC3 and use
the filename to fill in the tag info.  Works brilliantly!
