[vorbis] RC3 curiosity

Just curious, how do the different quality levels of RC3 relate to the
amount of allowed noise as predicted by the psychoacoustic model?

And thanks again to Monty and the team for a wonderful codec - makes for a
great new year present!
Now if only i was having an easier time keeping the drool off my chin...
