Russian romanization (called "translit") is widely practiced on the net,
sometimes for long texts but doesn't have any well defined rules.  There
are accepted practices, which are more art than science.
http://cifirica.ru does a great job at high-quality converion
back-and-forth through a huge set of rules.

Hebrew romanization is used for single words in e.g. english emails; I'm
not aware of peope using it for long texts or of any standard rules.
It's probably because of poor readability, since the text looks very
different: wrong direction, vowels written in line, alien look of glyphs;
also it's problematics to distinguish distinct letters with same
pronunciation.
