In a message posted to vorbis-dev the other day, Monty said that RC3 does
not support -q and -M together, but RC4 will. He also said that RC4 will
cope better with lower bitrates than RC3 currently does. And this is a
good thing. Try doing 44.1khz stereo at 64kbps or lower. Particularly try
using -M 64 rather than B. Pretty nasty. Apparently that's handled much
more gracefully in RC4 and Monty already has demos of what it can do.
This, together with proper quality modes for lower sampling rates should
turn vorbis into a pretty lean and mean streaming codec.
