[vorbis] intro to compressed audio tutorial

from previous conversations on this list, i found the definition of the verb
transcoding to be the act of decoding one format and reencoding into another
format, thus making the file less than ideal because the previous lossy
encoder (mp3) lost some bits and now the new encoder (ogg vorbis) loses some
more
