That's true.  The term may have been corrupted slightly.  I would call a
"smart transcoder" one that can translate between two formats without a
complete decode/recode step.  Unfortunately, only "stupid transcoders" are
possible for converting between Ogg and MP3 given how different the codecs
are.

It's really a continuous scale between "smart" and "stupid" depending upon how
much quality you lose in the conversion.
