That's redundant information - it doesn't matter whether OggDrop, PP's
out_vorbis.dll, Oddcast DSP or oggenc has been used. It's all libvorbis.
Putting arbitary stuff into that tag doesn't make much sense IMO, the
combination vendor <-> oggenc parameter says it all already.
