It may be possible to transcode SOME of the information entirely
within the frequency domain, howevery when you consider transient
sounds, it not be possible due to the fact that transients that
exist in the time domain appear continuous in the frequency
domain and vice-versa. Add in the short-block to long-block
detection in MP3 with its poorly overlaped frames and I do not
even want to consider attempting using it as a pure frequency
domain source.
