[vorbis] Strange dropouts

Yes. Here's the ogg encoded using the 1.0 final Windows binary w/ -q 3:

and, the one I encoded in Debian with the same version and -q setting:
http://personal.inet.fi/musiikki/nebularia/test/t2title.ogg

I've also tested other files in both Windows and Debian and with other
quality settings. I can never get quite clean oggs in Debian. Also, the
errors always sound different after I re-encode. File sizes differ, too:
usually the difference is around 100-200 bytes (or can this be explained
by the differing serial numbers? I doubt it). Strange.
