I would recommend following RFC 3066 (http://www.ietf.org/rfc/rfc3066.txt for
the lazy) for language codes. Languages are represented with an ISO-639 two
or three letter language code, optionally followed by a dash and an ISO-3166
two letter country code (in most cases). According to this RFC, the above
example would be:
LANGUAGE=en
LANGUAGE=de-AT
LANGUAGE=es
(almost exactly what you wrote.)

This is probably excessive detail. Someone who needs this much data probably
wants to mark off the locations of each language in the stream, and should
probably make a second logical bitstream.
