[vorbis] OT: WinNT(2000) player to open files with unicode names?

Winamp3 Vorbis plugin (test version):

(UTF-8 still broken, do not bug me about that, final WA3 will probably use
UTF-8 internally for filenames and all the database stuff, but it doesn't
work yet).
Also, unicode file names will be hopefully fixed in the next Winamp3 beta.
