oggenc is not optimized for low-bitrates, but it's possible if the
source has a low sampling rate and it's mono
32khz/mono: 40-44 kbit/s
24khz/mono: 30-34 kbit/s

I think 100 kbps is the lowest for stereo/44khz

why do you want to do this? you could downsample and filter with sox.

I have a really dirty hack which uses python and sox.

I have a working windows version for ogg/vorbis, but this script does
not work with linux (neither does the lame ostream). I don't know why.
I'm going to write a new one in python, but I don't know when this will
happen.
