[vorbis] mono files don't compress well

OGGDROP only goes down to 128 kbps.

Doh!  Using OGGENC, I was able to get down to 7.25:1 which is pretty
reasonable. Thanks for the tip!

Could someone please add a -psychic option to OGGENC?
