[vorbis] Using a CBR when encoding to *.ogg

Right now you can't.  That support will appear soon.

You have to decode and reencode; some applications will do this for
you and make it look like a seamless transcoding.  However, you *will*
lose some quality doing this.  If you have the choice, either reencode
from original material, or just keep the mp3.
