Ogg Vorbis encoder currently doesn't support CBR mode. The closest I
came to CBR was with Cool Edit plugin (by Peter Pawlowski), where
bitrate was 128 ±8 kbps. Not much point in doing this (unless you're
streaming).

I don't recommend you to do this, as sound quality will only decrease.
