[vorbis] Low bitrate: when?

i think it was more to allow developers of proprietary software to link
their binaries against the stock Ogg libs without having to be
compatible with the LGPL (which is what the libs were most recently
changed from, not having been GPL since beta1 or before, as i understand
it).

this is a side effect, which i doubt the authors were trying
specifically to allow, but which couldn't be specifically excluded
without turning Ogg Vorbis into non-free software.
