The Ogg Vorbis file created from MP3 will always sound worse because
both formats are lossy - they both throw away data. How much worse
will it sound, that depends on the bitrate of MP3 and the Ogg Vorbis bitrate
that you choose. Converting from MP3 to Ogg Vorbis is generally not
recommended - if you don't have the original audio CDs from which your
MP3s were made, then leave them in MP3 and use Vorbis to encode
things from now on.
